The reason these are priced so low is usually for one of several reasons:
the seller doesn't know any better, 2) the seller is desperate to sell quickly, 3) the road and/or utility access is bad, 4) the property is IDA land or has other title issues, 5) the property has great potential that the average buyer just doesn't see.
